311 is the outlier. Pretty much every government that offers the service allows online submissions. We still don't know which of them trigger fully digital workflows, but it’s great to see that governments have prioritized digital options for constituent response.

The only notable geographic feature that we’ve identified is that it seems to be more common for governments in the Northeast not to support this function on their websites.
